BIEAP & its Partners
The Burrard Inlet Environmental Action Program (BIEAP) is a partnership of five agencies initiated in 1991, when environmental
indicators raised concerns about contamination in Burrard Inlet. The partners have sustained an action program which was renewed in 1996 when the program administration was combined with the Fraser River Estuary Management Program
(FREMP). BIEAP partners use a consensus-based approach to the complex environmental issues and concerns for Burrard Inlet. Ecosystem-based management solutions require long-term planning. CEAA

The specific environmental responsibilities of BIEAP's partners vary in many ways, including physical scope and socio-political function. Each partner is governed by various types of legislation and regulations. Coordination of the
various roles and responsibilities of the partners requires an ongoing effort to ensure the key objectives for BIEAP are met. Some of the partners manage systems and activities which have a significant impact on the ecosystem,
while at the same time they participate in programs to reduce the effects of those impacts.
The purpose of forming a partnership such as Burrard Inlet Environmental Action is to bring together all the
impacts, resources and potential solutions to act collectively in the best interests of the ecosystem. The following

每年二月與十月在伯拉德內海進行野鳥調查。1994年的冬天,在加拿大環境部野生保護署(CWS)提供野鳥資訊統計系統,溫哥華自然歷史協會(VNHS)野陶勳M家的領導,以及BIEAP的籌備下,上百名的義工開始投入北美
洲史無前例的長期且詳細的野鳥調查,筆者有幸自始參與這項田野調查活動。伯拉德內海為一個多樣性生態環境,它包括高度工業化的溫哥華港,印弟安分支內海(Indian Arm)原始的岩岸,茅地港分支內海(Port Moody
Arm)與楓木沙洲(Maplewood Fat)的泥地沙洲,以及環繞英吉利海灣(English Bay)的廣闊海岸的沙灘或岩岸,其海岸線共長達一百五十三公里。
伯拉德內海多樣性的生態環境也反應在其野鳥生態上。它是許多水鴨、濱鳥、老鷹、白頭鵰與鳴雀的家園,它
們覓食且棲息於森林邊緣、泥地沙洲或岩岸、或海岸的淺水地。因為大溫哥華位於數百萬野鳥在春秋兩季的太平洋遷移飛路上,所以這裡也是數以萬計野鳥度冬的棲息地。以一九九四年十月一日的野鳥調查統計為例,在
整個伯拉德內海的八個地區,共發現一萬五千八百二十五隻野鳥,總計超過六十種鳥類。灰點(Point Grey),Kitsilano地區最多,共發現三十八種。中央港口地區發現最多野鳥,共四千四百多隻,超過總數的四分之一
。一九九五年一月的統計應該較好,共發現七十一種野鳥,可惜由於大霧導致一大半地區無法進行調查。其中以西溫哥華海岸的五十一種最多。
大家都知道,伯拉德內海在過去的百年中,損失相當的棲息地,遭受重大的污染,至今仍未恢復。很多污染為
化學毒性物質的污染,仍存在內海底部的污泥中,為許多游浮生物、甲殼類或魚貝類所覓食,而同樣遭受到污染。因此許多地區已列為貝類與螃蟹禁補區,因為化學毒性污染不僅可能累積在海產中,同時可以導致癌症。
奉勸大家在伯拉德內海釣魚補蟹時,只為休閒娛樂,最好予以放生,以免為害自己及連累家人。
伯拉德內海的沿岸公園與海域的確美麗,然而這些美好的環境需要我們共同來維護。其實每個人都可以盡一份
自己的心力,平時多閱讀生態保育的文章書籍,觀看生態自然的影片如有線電視中的Discovery電視台;贊助與支持生態保育團體,如綠色俱樂部,加入並參與生態步行與環保知性之旅的活動,以了解生態環境的奧秘與偉
大,投入環保運動的行列,協助清理海岸垃圾與漂木,或於環保公聽會上建言等都是維護這美好環境的方法。希望您能舉手之勞作環保,為屬於我們與未來子孫的生態環境立刻行動。
